Glasgow city and neighbourhoods showcase featuring Shawlands, Govan, Barras, Merchant City

Glasgow City Council is delivering a new model of town centre regeneration that places local people, local businesses and long term place planning at its heart. Focused on key neighbourhoods such as Parkhead, Merchant City and Govan, the approach brings together planning, placemaking and targeted investment to support sustainable locally driven development.

Across these town centres, Glasgow City Council has worked closely with local businesses, residents, community groups and partners to develop shared regeneration plans. These plans are grounded in the everyday experiences of people who live and work in the area ensuring that investment responds to genuine local needs.

In particular, the transformation of Govan illustrates how a place-based model can shift momentum within a community. The Council embedded a dedicated officer within the neighbourhood, someone who is employed by the planning department but is integrated with the community on the ground.

This role has proven critical to the success of Govan’s regeneration. Acting as a local advocate and connection, the officer helped residents navigate planning processes and ensured the area’s culture and needs were prioritised. This built trust, encouraged long term partnerships and gave local people influence over how their own neighbourhood evolves.

A standout lesson from Glasgow’s approach is the value of combining big planning with small planning – whilst large frameworks set the long term direction, it’s the smaller actions such as community initiatives and shop front improvements that restore confidence in a neighbourhood. Having a balance of the two ensures that town centre regeneration is not only transformational but also visible and meaningful right now.

Glasgow’s town centre programme shows that real change comes from sustained effort. Long-term commitment, consistency and strong local relationships are what keep regeneration moving forward. And when investment is focused on the priorities of the people who live and work there, even small improvements can create a lasting impact.
