Moray Growth Deal – Culture and park development – a collaborative venture with Page Park

This multi-partner regeneration project is transforming Elgin’s town centre into a vibrant hub. The Moray Cultural Quarter is set to transform the historic centre into a vibrant destination for culture and creativity. With a combination of major investment and local collaboration, the project aims to boost tourism, strengthen the evening economy and give the younger generation more reasons to live and stay in Moray.

Moray is well known for having a rich heritage and stunning natural landscapes. The Cultural Quarter looks to build on these strengths by creating a focal point that draws visitors into Elgin and signposts them to attractions across the region. The objective is to celebrate what makes Moray unique, from its historic stores to its people and sense of place. Alongside offering new opportunities for social and cultural activities.

The large scale of investment reflects the confidence that partners have in the potential of the region. So far, the project is bringing together:

  • £12.7 million from the Scottish Government
  • £3.5 million from the UK Government
  • £3.9 million from Moray Council
  • £2 million from Highlands and Islands Enterprise

This commitment provides the foundations for a prolonged regeneration programme that will elevate Elgin’s profile as Moray’s main town and enhance its appeal as a vibrant tourist destination.

At the heart of the cultural quarter there are two buildings, Elgin Town Hall and Grant Lodge, both of which are set for sensitive redevelopment.Phase One focuses on creating a modern, welcoming Town Hall that hosts community activity, cultural events and evening entertainment. Phase Two will revitalise Grant Lodge, positioning it as a key heritage landmark within the Cultural Quarter.

The Moray Cultural Quarter represents a significant step forward for Elgin and the wider region. Through sustained  investment, strong partnerships and community leadership, the project is setting the stage for a more dynamic, resilient and culturally rich future. Moray has always had a strong sense of identity. Now, it is creating a destination that celebrates that identity.
